A ten year plan for the regeneration of the Ocean Estate in Tower Hamlets in which 6,500 people live, in the heart of London’s East End. Fluid generated various physical and social strategies for the area’s transformation, concluded in the latter months of 2000, and all contained within the NDC Delivery Plan.
